W. C. Ballinger is my pen name, but everything discussed below is about my personal background.Dr. Ballinger brings a unique combination of professional and operational experience to Descending Eagle, placing the reader at the center of real-world international action.

With over twenty-five years of service in law enforcement handling local, state, national, and international cases, he brings a firsthand view of the worlds that the general population rarely faces. Many of those who are tasked with keeping us safe, as well as those who are actively working against us, are never acknowledged.

During his career, he worked as a Deputy Sheriff, a District Attorney Criminal Investigator, a U.S. Marshals Service task force member, and an F.B.I. Joint Terrorism Task Force (JTTF) member.Dr. Ballinger holds a Ph.D. in political science from the University of Southern California, with a focus on comparative, Latin American, and international studies. His dissertation focused on Narco-Insurgency. Additionally, he holds a Master of International Management degree from the Garvin School of International Management at Thunderbird, which featured a tripartite curriculum of language, culture, and international business.

Dr. Ballinger is a licensed California private investigator with worldwide capabilities. As both a former sworn police officer and a District Attorney investigator, he focused on undercover operations. One of his most significant accomplishments was serving on the nation’s first Sexual Assault Felony Enforcement team, which targeted sexual predators; in that capacity, the task force made over two hundred arrests in its first year of operations. As a member of the FBI’s violent fugitive task force, Ballinger worked local, national, and international cases, regularly collaborating with various federal intelligence and law enforcement agencies.
